The Role of the Rochester Higher Education Development Committee
The following is archival information that was presented on the Minnesota Office of Higher Education website while the Rochester Higher Education Development Committee (RHEDC) was active, July 2005 through December 2007.

Rochester Higher Education Development Committee
Governor Tim Pawlenty and the 2005 Legislature established the Rochester Higher Education Development Committee to research, recommend and develop a proposal for expanded higher education programs or institutions in the growing Rochester area. The Minnesota Office of Higher Education provides staff support to the committee and serves as the fiscal agent for state funds appropriated to the committee. The agency provides Web access to information about the committee's activities as a courtesy to interested parties.

The Rochester Higher Education Development Committee will produce a report, which is due to the Governor and the Legislature in January 2006 and must include recommendations on:
- The mission and focus of the programs or institutions;
- The nature of undergraduate and graduate programs to be offered;
- Site and facility needs;
- Funding sources and opportunities;
- Operational needs;
- Alliances or other types of cooperative arrangements with public and private institutions;
- Governance structures; and
- Mechanisms to ensure that the expanded programs are aligned with the unique needs of the Rochester area and that programs take advantage of opportunities presented by regional business and industry.
One-time state funding of $3.2 million was appropriated to the committee to plan, research and provide initial funding for academic program development and facilities if needed. The committee expires December 31, 2007.
