Academic Grievance

Academic grievances are complaints brought by students regarding the University's provision of education and academic services affecting their role as students. For example, a student may wish to follow academic grievance procedures to appeal a final course grade. Counseling and Consulting Services

Personal, career, learning and academic skills, and crisis counseling are available on a short-term basis at the University Counseling and Consulting Services (UCCS) on the Twin Cities campus.

University of Minnesota Rochester (UMR) students who are taking 13 or more credits are eligible to see a counselor at the UCCS. If you do not meet that criterion you may still be eligible, but may have a co-pay for appointments.

To initiate counseling services:

  1. Call 612-621-3323 to make an appointment. You MUST identify yourself as a U of M Rochester student at this time (or you will be told to come in person to make the appointment).
  2. Download the appropriate forms at http://www.ucs.umn.edu/counsel/pforms.html for the type of counseling you are seeking. Hard copies of these forms will also be available in the UMR Student Services office.
  3. Bring the completed forms with you to your appointment at 109 Eddy Hall, University of Minnesota Twin Cities.

If you are unable to travel to U of M Twin Cities UCCS office for an appointment, the staff there is willing to work with you to make a referral to a local resource. Many health insurance plans will cover this, though there may be a co-pay or deductible, as with any type of health care. If your health insurance does not cover mental health, the UCCS can attempt a referral to a source of free counseling.

Health Insurance

Boynton Health Service administers the student insurance plan at the University of Minnesota Rochester. This plan is known as the University-sponsored Student Health Benefit Plan (SHBP). The plan offers the same complete benefit design for eligible students, and their dependents, as provided to students on the Twin Cities and Duluth campuses. Eligible Students
Degree-seeking students enrolled in six or more credits per semester

Eligible students will be automatically enrolled in the SHBP and billed $782/semester.  Students in Academic Health Center programs, including nursing, will be billed $1,008/semester. Eligible students who do not wish to purchase the SHBP plan must provide proof of other hospitalization insurance at the time of registration (insurance company name and policy number) or update insurance information online by the end of the first week of classes at http://www.bhs.umn.edu/insurance/rochester/plan/waive.htm

Hospitalization Insurance

If you are taking 6 or more credits (3 or more credits in summer) and are a degree-seeking student, you are required to have hospitalization insurance. The University-sponsored hospitalization insurance will automatically be charged to your student account unless you provide evidence of a current hospitalization policy (insurance company name and policy number). If you do not provide this information, you will be charged for insurance. You may receive a full refund by returning the "Student Hospitalization Insurance" form (available at http://www.onestop.umn.edu/onestop/img/assets/9061/otr290hospinsurance.pdf) to one of the student service centers or by accessing your student record through the internet by the end of the first week of classes. This information is subject to periodic audits. Providing inaccurate or false information may result in unexpected charges. It is also a violation of the Student Conduct Code.

Note: You do not need to provide hospitalization insurance coverage information if you are enrolled in fewer than 6 credits (fewer than 3 credits in the summer) or are not enrolled in a degree program.

Immunization Clearance

The University requires all students born after December 31, 1956, who take more than one University class, to provide documentation of two immunizations for measles, mumps, and rubella; and a tetanus-diphtheria immunization within the last ten years. Currently, the tetanus-diphtheria immunization is being waived due to a shortage of the vaccine. This documentation must be entered on a Student Immunization Record and must include the month and year each immunization was given. Forms are available at UMR Support Services. Students who graduated from a Minnesota high school in 1997 or later will be exempt from this policy.

Check with your medical or high school immunization records. All students are legally required to provide information on immunizations or exemptions; students who fail to provide the required information will have a hold placed on their records and will not be allowed to enroll for classes. (The law does allow for an exception based on age, or documented medical or conscientious exemptions.) If you need any of the required immunizations, call your family doctor for an appointment.

Inclement Weather/Other Emergencies

Closing of the University of Minnesota Rochester (UMR) or Cancellation of Classes or Activities Due to Inclement Weather or Other Emergencies

Terminology
Definition
Closing the University

To cease all operations for UMR, other than those operations deemed essential to the protection of life and property.

Closing UMR results in the cancellation of classes, student and staff activities and meetings. All general offices are closed.

Delayed Opening Refers to opening of all operations at a later time, other than those operations essential to the protection of life and property
Cancellation of Classes
(off-campus or on-campus)

Means to cancel one, several, or all classes, in the absence of officially closing the entire UMR

Cancellation of Non-Academic Activities Refers to the cancellation of an event such as athletic events, theatrical productions, concerts, or workshops

Procedures and Notification
If a weather emergency situation develops, University officials will contact local authorities, including the Minnesota State Highway Patrol and other law enforcement offices to assess the severity of the storm. Once the information has been collected, the UMR Chancellor or designee will make the determination on whether to cancel classes or to close the University.

Turn on Your Radio and Television
Whenever possible, the decision to close the University, have a delayed opening, or cancel day classes, will be made prior to 6:00 a.m. Special attention will be given to night classes; many of these students travel considerable distances. Whenever possible the decision to cancel evening class will be made by 3:00 p.m.

Local radio and television stations that will be contacted are: KLCX, KLSE, KMFX, KNXR, KOLM, KRCH, KROC, KWEB, KWWK, KYBA; KTTC-TV, FOX 47-TV and UCR Channel 20.

Note
If a student is still in question about whether the campus is closed or classes are cancelled, they may call the UMR switchboard at 507-280-2838. A message will be recorded on the answering machine to inform employees and students of the status, and plans for the following day if available.

Please keep this in mind: The decision to attend or not attend classes when weather and road conditions are questionable should always be made in terms of what is best for your personal safety. Weather and road conditions 75 miles west of Rochester can be much different than the conditions 75 miles north, south, or east of Rochester.

Other emergencies covered by these procedures would include such things as: fire, tornado, bomb threats, other serious problems related to mechanical or electrical systems, or any other extremely hazardous situation in or around the campus.

Parking

Full-Time Day Students
A discounted "Flex Parking Lease" will be available to students enrolled in 6+ weekday credits at a rate of $30 per month. Students may purchase a parking card ($30 activation fee) for the roof level of the Civic Center Parking Ramp and will be billed directly from Republic Parking (not the University). Proof of enrollment will be required to purchase and activate the card; cards may be deactivated at the student’s request. Contact Republic Parking at 507-282-4545 or email: rpsystem@quest.net.

Flex parking includes some restricted days during the year when students will need to find alternate parking places (such as Park and Ride Lots, etc.). Full details are available by contacting Republic Parking. Lease holders will be notified of such dates at least two days in advance.

Part-Time, Evening and Weekend Students
Evening and weekend students are encouraged to use the First Street Ramp (by the Radisson) as it is the most likely to have available spaces and the security escort team will be most efficient if students are located in the same ramp.

First-hour free parking is provided at the following parking ramps:

  • Center Street
  • Civic Center
  • First Street
  • Second Street

Free parking is also provided at all meters and municipal parking ramps evenings after 5:01 p.m.; and on weekends from 6:00 a.m. until 2:00 a.m. for meters, and 6 a.m. to 2:30 a.m. in the parking ramps. Ramp parking is charged by 30-minute increments, beginning with 1 minute to ninety minutes over the first free hour of parking (the charge for this time is $1.50). 

Example: You enter the ramp at 3:45 p.m. for a class that ends at 8:00 p.m.  Your parking is free from 5:01 p.m. until you leave the ramp at 8:15 p.m.  Your parking is free from 4:01 p.m. to 5:01 p.m. because first hour is free.  Your parking from 3:45 p.m. until 4:01 p.m. is charged to you upon leaving the ramp - cost is $1.50 because it falls into the first period of time charge.

Other Parking Information
  • First-hour free parking is provided at the following parking ramps: Center Street, Civic Center, First Street, and Second Street.

  • Overnight parking (past 2:30 a.m.) in the parking ramps will incur an overnight charge:  $10.00 at all municipal ramps (except the Center Street Ramp which is $12.00). Parking at meters is prohibited between 2 a.m. and 6 a.m.  

  • Disabled parking: Any daytime/monthly parking lease student needing special parking access due to a disability should contact Kendra Weber, UMR Student Services at (507) 280-2831 or weber362@umn.edu. Evening/weekend students with a disabled parking permit may use the appropriate parking spaces in any ramp/lot.

  • Parking validation may be offered for prospective students and/or their parents and other guests of the University.

  • Bike racks are available in parking ramps, generally near the cashier booth and on the west side of the ramp (near Michael’s) in the Center Street Ramp. When construction is completed on the Peace Plaza, bike racks will be re-installed outside of University Square

Instructors may arrange for assignments to be returned after a term is complete. If you have any questions, please contact the Program Director working with your class.

Storage Lockers

Lockers for storing personal items during class sessions are found on the south end of the third and fourth floors. Lockers are available on a "first come" basis and students must provide their own locks. All items must be removed from lockers and locks removed by 4:30 p.m. on the last of finals each semester. Locks not removed by this time will be broken and items placed in lost and found for 30 days. After 30 days, all personal items will be discarded. Lockers may not be used during breaks between semesters.

UMR reserves the right to open lockers at any time, if a need arises.

The U-Card is your key to the University of Minnesota! You can use the card to:

Tutoring/Writing Center (Room AT201, UCR Campus)

Drop-in tutoring on the University Center Rochester (UCR) Campus is provided free of charge to students of Rochester Community and Technical College but is also open to students of Winona State University-Rochester Center and University of Minnesota Rochester. Tutoring hours are generally 8:00 am to 4:00 p.m., Monday through Friday. Some evening hours are available.

UMR students will be able to use the Learning Center equipment and resources. One-on-one writing assistance is available from the Center's accomplished writing staff and faculty.

UCR Fitness Center (UCR Regional Sports Center)

UMR students, staff, and faculty may use the Fitness Center with the purchase of a pass ($30/semester). Purchase your pass from the Cashier's Office in the Student Services area at UCR. This pass, along with a valid UCR ID, is required for entrance to the Fitness Center.
